3-meter-high snow paralyzed Russians’ life: state of emergency declared, deaths reported

A state of emergency was declared at the municipal level in Petropavlovsk-Kamchatsky after two people were killed. They were buried by snow that had fallen from rooftops. The cyclone struck the region on January 12. Three days later, residents began complaining about empty grocery store shelves. Authorities assured that deliveries would resume as roads were cleared.

Petropavlovsk-Kamchatsky has declared a state of emergency at the municipal level, Mayor Yevgeny Belyaev announced in a video message posted on his Telegram channel. He noted that the decision was made following the deaths of two people due to snow falling from roofs.

Belyaev clarified that the state of emergency will allow the administration to deploy additional forces to deal with the aftermath of the cyclone. According to Associated Press locals have already called the situation in the peninsula a "snow apocalypse," and most of the ground floors of apartment buildings and private estates were fully snowed in. Entrances have been blocked by snow and people had to get out of buildings through windows. The height of snowdrifts reached three metres, or more in some instances. Cars couldn’t even been seen after they fully disappeared under the snow. Public transportation was partially suspended in the regional capital, Petropavlovsk-Kamchatsky. Buses were replaced by all-terrain vehicles, which were transporting people along the city’s main routes. Some reports said that there were food supply disruptions in grocery stores in residential areas. A powerful cyclone hit Kamchatka earlier this week, bringing strong winds and record snowfalls one after another.

Besides, around five thousand pieces of equipment are being used to remove snow from the capital’s streets, according to the Moscow City News Agency, citing a source in the city’s Department of Housing and Public Utilities.

They emphasize that work has been organized everywhere removal of snow banks, formed during the liquidation of the consequences of the heavy snowfall.

"The priority during heavy snowfalls is to ensure traffic and pedestrian safety. To achieve this, roadways and sidewalks are cleared as quickly as possible. The collected snow is formed into snow banks, which are pushed to the side of the road. After the heavy rainfall ends, the snow banks are removed from the road network ," the agency’s source said.

From January 8th to 10th, temporary snow storage areas were set up to quickly clear urban areas, reducing the number of loading equipment on the roadway and minimizing inconvenience to motorists. Snow is then transported from these temporary storage areas to snow-melting stations.
