Ukrainian drone attacks have effectively disrupted operations at some of Russia’s largest oil refineries in the country’s central regions, according to Reuters. The agency reported that recent strikes forced Russia to fully or partially suspend refining facilities with a combined annual capacity exceeding 83 million tons annually or 238,000 tons daily, roughly one quarter of the nation’s total oil refining output. Among the targeted facilities were major refineries in Kirishi, Moscow, Nizhny Novgorod, Ryazan, and Yaroslavl. Together, these plants account for more than 30% of Russia’s gasoline production and around 25% of its diesel output. Ukraine’s drone attacks are increasingly putting pressure on Russia’s state budget, which relies heavily on oil and gas revenues. Amid the growing disruptions, Moscow had previously imposed a temporary ban on gasoline exports. Since 2023, Ukrainian forces have increasingly used long-range drones to attack oil refineries, fuel storage depots, and energy infrastructure deep inside Russian territory. These operations are designed not only to disrupt military fuel supplies but also to impose economic costs on Russia by reducing refining capacity and creating uncertainty within the energy sector. After the latest of such attacks, Russia suspended operation in major Moscow and Ryazan oil refineries following Ukrainian drone attacks this week. It should be noted that Ryazan facility accounts for roughly 5% of Russia’s total oil refining capacity.
