The Arctic has become a key arena of military and geopolitical competition, where the interests of NATO, Russia and China are increasingly colliding. Russia is steadily expanding its military presence in the region, modernizing its bases, submarine fleet and air operations. In response, NATO is conducting the Cold Response exercise, focusing on anti‑submarine warfare, rapid amphibious landings and multi‑domain cooperation. The drills also reveal a shifting balance of power, as growing U.S. engagement in the Middle East has reduced America’s footprint in the Arctic, increasing the role of European allies. Drawing lessons from the war in Ukraine, the alliance is investing in drones, artificial intelligence and the concept of total defense, integrating military and civilian efforts. While NATO insists on its firm commitment to the region, the question remains whether this “cold response” could eventually turn into a real conflict zone.
