Ukraine has agreements with international partners for the delivery of 150 new Swedish Gripen fighter jets and 100 French Rafale jets, which will significantly strengthen the Air Force. President Volodymyr Zelensky said this while speaking with students and faculty at the Kyiv Aviation Institute, Ukrinform reports. He emphasized that one of the state’s priorities is strengthening the aviation component of the Defense Forces. The President assured that he remains in constant contact with the Air Force Command and military leadership, and the results of this work will be felt in practice over time. “Ukraine has agreements for the delivery of 150 Gripen fighter jets and 100 Rafale jets. In our view, these are the best planes in the world,” Zelensky said, clarifying that these will be entirely new aircraft.
He also noted that Ukraine currently operates F-16 jets, but they are not new. According to Zelensky, the delivery of these aircraft by partners will substantially enhance Ukraine’s aviation capabilities.
Previously, media reported that Zelensky discussed with French Minister of Armed Forces and Veterans Affairs Catherine Vautrin the strengthening of Ukraine’s air defense and the supply of Mirage and Rafale jets.
Zelenskyy previously said in October 2025 that Ukraine is pursuing a large-scale program to develop its combat aviation. The goal is to form a fleet of 250 modern aircraft, including F-16s, Gripens, and Rafales.
On November 17, 2025, Zelenskyy and French President Emmanuel Macron signed a declaration of intent to significantly strengthen Ukraine’s air force and air defense. The agreement included potential future contracts under which Ukraine would purchase around 100 Rafale jets. In December, Zelenskyy met with Rafale manufacturer CEO Eric Trappier to discuss the program. Also, in October 2025, Yurii Ihnat, Head of Communications for the Ukrainian Air Force Command, noted that Ukraine had long considered acquiring Swedish Gripen jets, which are seen as an optimal choice and, in some respects, superior to American F-16s. Swedish defense prime Saab is exploring the Advanced Precision Kill Weapon System as a cheaper armament option for its JAS 39 Gripen fighters, firm executives told Business Insider. "The APKWS is in interest because other platforms are now integrating 70mm guided rockets. So we are, of course, eyeing that capability now," Jussi Halmetoja, operations advisor for Saab’s air domain, said at the Singapore Airshow. Halmetoja said the company was looking at ways to integrate the weapons system, which uses a guided version of the Hydra 70mm rocket, onto its older Gripen C and latest Gripen E models. He made the comments as he and Mikael Franzên, chief marketing officer for the Gripen program, discussed the company’s observation from the Ukraine war that it needs more inexpensive weapons to counter uncrewed aerial systems. "I mean, right now we are using very expensive weapons to kill very cheap drones," Franzén said of traditional Western air combat. He added that Saab is hoping to potentially equip the Gripen with systems that can fit multiple munitions onto a single hardpoint.
"If you can have four or 10 on each hardpoint, then you can kill a lot more drones," Franzên said. The APWKS is typically mounted on aircraft with multilaunch pods.
