Norway Develops Plan to Build a New Explosives Plant

Planning has begun in Norway for the construction of a new explosives plant by Chemring Nobel.

NTB Kommunikasjon reported that the new plant is planned to be built in the municipality of Asker.

“The production of high-explosives is critically important for maintaining the defense capabilities of both national and allied forces,” officials in Norway note.

Chemring Nobel is one of the few European manufacturers with the necessary capacity and expertise to produce high explosives.

The company states that its Norwegian operations are running at full capacity and that its order book is full for several years ahead.

The Norwegian Ministry of Defense is the initiator of the plant construction project, and Chemring Nobel is the client. The municipality of Asker serves as the body that draws conclusions within the framework of public consultation.

The government has decided that the planning process should be conducted under the national planning framework.

The reason is that the project is of significant importance to national interests, is urgent, and involves conflicts of interest at the local, regional, and national levels, as well as among various sectoral interests.

The planning program, in particular, determines the choice of location.

At the same time, in Norway, everyone has the opportunity to submit comments during the public consultation. The deadline for submissions is June 15, 2026.

“The Ministry of Defense seeks to ensure dialogue with stakeholders and local residents. We are also working closely with the municipality of Asker on this matter,” the Ministry of Defense notes.

Last year, the Norwegian company NAMMO, one of the leading manufacturers of artillery ammunition, and a Ukrainian defense company signed a strategic cooperation agreement.
