The Russian army is experiencing a shortage of Buk anti-aircraft missiles amid Ukraine’s deep-sea drone strike campaign. This was reported on the X platform by an open data analyst operating under the pseudonym ChrisO_wiki.
The analyst drew attention to a publication by popular Russian "war blogger" Maxim Kalashnikov, who spoke with Russian anti-aircraft gunners who had been transferred to the infantry.
"Professional PVO soldiers in the infantry. Not penal battalions, not drunkards, not ‘Sochi men.’ In other words, not army runners. But in the infantry! So why are they in the infantry? Simply because there aren’t enough missiles for the Buk systems," Kalashnikov declared.
According to a Russian propagandist, "often" one or two missiles are issued for every six Buk anti-aircraft missile systems. Moreover, recently, the army’s Buks have been loaded with missiles seized from the navy, where they are used on naval anti-aircraft systems.
Kalashnikov did not name the reasons for the shortage of anti-aircraft missiles, but ChrisO_wiki expressed his own opinion.
"The most likely explanation is that Ukraine’s nightly drone attacks on oil refineries and other targets have seriously depleted Russia’s stockpile of Buk missiles," the analyst wrote.
The shortage is so critical that even Russian propagandists can no longer remain silent about it. OSINT researcher Chris O’Wicki says that in a number of occupier units, there are only one or two missiles for every six launchers . In some cases, ammunition for the systems is being withdrawn from the navy to make up for the shortage. Furthermore, some air defense crews are being transferred to the infantry, indicating systemic supply issues. "Apparently, Russia is running out of surface-to-air missiles, and air defense crews are being transferred to the infantry because they have nothing to fire ," O’Wiki wrote. The main reason for the missile shortage, according to the analyst, is the need to intercept Ukrainian drones en masse, which regularly strike targets deep in Russia’s rear. Previously, videos of destroyed Russian Buk missile systems repeatedly showed them being used with incomplete ammunition. Now, however, the shortage of anti-aircraft missiles has likely reached critical levels, adds military observer Yigal Levin. Soldiers who are sent into battle as infantrymen protest. They refuse to participate in combat in this form.
Recall, in Russia, the number of contract soldiers has decreased more than 2.5 times, insufficient to cover the army’s irrecoverable losses in the war against Ukraine. Andrii Kovalenko, head of the Center for Countering Disinformation under Ukraine’s National Security and Defense Council, said this in a post on Telegram. In the second quarter of 2025, only 37,900 people signed contracts with the Russian Defense Ministry — the lowest figure in the past two years and 2.5 times fewer than in the same period last year (92,800). Kovalenko noted that contract recruits are no longer sufficient to cover even the Russian army’s weekly irrecoverable losses. On average, Russian losses amount to more than 1,000 personnel per day, according to Ukraine’s General Staff.
