Even if Ukraine is forced to make territorial concessions as part of a peace agreement, Russia will not have peace in the occupied lands. A vast network of Ukrainian underground resistance is already operating behind enemy lines, preparing for a protracted shadow war, reports The Telegraph.
Agents of the Atesh movement spoke to the publication about their activities. One of them, a civilian from occupied Makeyevka, described how he spent weeks monitoring Russian patrols and logistics before blowing up railway tracks used to transport weapons for the Russian army.
"The goal was simple: to render the line unusable long enough to stop movement. This gave our troops a little extra time," the agent said. According to him, such operations are carried out by at least 2,000 members of the Atesh network, which operates in the occupied territories of Ukraine, Crimea, and even deep within Russia.
The movement emerged in the summer of 2022 and gradually transitioned from surveillance to complex sabotage operations: attacks on military trains, oil depots, electronic warfare stations, and communications towers. In 2024, Russia designated Atesh a terrorist organization, and its members face up to 20 years in prison.
Despite this, according to the independent monitor ACLED, it was Atesh that was responsible for more than half of all recorded acts of sabotage in the occupied territories in 2025.
"The ceasefire is only a transition to a new stage of the war," said an Atesh representative.
"We will become an invisible army. The occupation is not forever."
The network includes not only civilians but also Russian military personnel. One of them, a mobilized Russian soldier who became a double agent, claims his actions helped Ukrainian forces advance several kilometers.
"Peace in Ukraine will be temporary. Therefore, I will continue to work," he said.
Atesh notes that it would be a fatal mistake for the Kremlin to believe that the occupied Ukrainian territories will become fully controlled after any agreement. One of its agents says:
"Resistance is not just a front. It’s about the hearts of the people. The longer the occupation lasts, the deeper the rage will be."
Ukrainian underground fighters directly state that they are not waiting for peace, but are preparing for liberation.
Yuriy Fedorenko, commander of the 429th separate Achilles unmanned systems regiment, believes that any recognition of Russia’s occupation of Ukrainian territory would destroy the global security architecture.
