France is preparing to significantly tighten enforcement measures against Russia’s so-called “shadow fleet,” according to France 24, as part of broader efforts to curb maritime sanctions evasion linked to Moscow. Under a proposed amendment to France’s military planning legislation, authorities would sharply increase penalties for vessels operating under false flags or refusing to comply with instructions to halt for inspection. The draft law foresees prison terms of up to two years and fines reaching 300,000 euros for such violations, effectively doubling current financial penalties. These sanctions would apply not only to ship operators but also to individuals responsible for managing or controlling the vessel’s activities. The proposal also includes provisions for far harsher punishment in more serious cases, particularly where crew safety is jeopardized. If a vessel’s actions endanger human life on board, penalties could rise to as much as seven years in prison and fines of up to 700,000 euros. The French parliament is expected to vote on the measure by July 14, signalling a potential escalation in Europe’s maritime enforcement strategy against sanctions evasion. These legal moves come amid a series of recent interdictions and inspections targeting suspected shadow fleet vessels across European waters. On April 3, the Swedish Coast Guard detained the sanctioned tanker Flora 1, which was suspected of causing an oil spill in the Baltic Sea. The ship, carrying 24 crew members, was stopped near Ystad. Earlier, French naval forces intercepted the tanker Deyna, believed to be part of Russia’s covert oil transport network, amid suspicions that it was using a foreign flag to evade international restrictions. In late January, French military forces also conducted a separate operation in the Mediterranean Sea, detaining another tanker linked to the same shadow fleet while it was traveling from Russia. Around the same period, US authorities seized the tanker Olina, which was allegedly involved in transporting sanctioned Russian oil to countries such as China, India, and Türkiye while operating under a false flag. Together, these actions reflect a coordinated tightening of pressure on maritime routes used to bypass sanctions, with Western countries increasingly targeting the vessels, operators, and logistical networks that enable Russia’s continued energy exports despite international restrictions. Russia’s so-called “shadow fleet” refers to a growing network of tankers and cargo vessels used to transport Russian oil and petroleum products while bypassing international sanctions imposed after the invasion of Ukraine. These ships often operate under false or frequently changing flags, obscure ownership structures, and complex registration arrangements designed to make their true origins and cargo difficult to trace. Many of them also rely on ship-to-ship transfers at sea and other evasive practices to conceal the movement of sanctioned oil.
