Russian dictator Vladimir Putin is gradually removing associates of Security Council Secretary Sergei Shoigu from key positions and may replace the chairman of the State Duma Defense Committee with General Alexander Lapin. He has been repeatedly criticized for the Russian army’s failures in Ukraine, according to analysts at the US-based Institute for the Study of War or ISW, citing Russian sources. Analysts report that Colonel General Andrei Kartapolov may lose his position as Chairman of the Russian State Duma Defense Committee. Colonel General Alexander Lapin is considered a likely candidate to replace him. A final decision has not yet been made, but the ruling United Russia party is considering his candidacy. He may run for the Tatarstan seat, where, after completing his military service, he has served as an advisor to the republic’s head, Rustam Minnikhanov. Andrei Kartapolov may not participate in the elections to the new State Duma. According to sources within the Russian Ministry of Defense, the agency has repeatedly reacted with surprise to his public comments. There are reports that United Russia may not nominate Kartapolov for the Moscow Region, where he won the 2021 elections. The general himself announced on May 18 that he still plans to run for a second term as a member of parliament. According to analysts, the possible removal of Andrei Kartapolov, who is considered close to Sergei Shoigu, indicates a further weakening of the former Russian defense minister’s position within the country’s power structure. The possible replacement of Kartapolov with Lapin, if confirmed, would be a continuation of Vladimir Putin’s practice of rotating high-ranking commanders to other positions despite their poor performance on the battlefield, the report states. Kartapolov held several high-ranking positions in the Russian military during the period when Shoigu headed the Ministry of Defense. In particular, he served as the Chief of the Main Operations Directorate of the General Staff of the Russian Armed Forces. Alexander Lapin is one of the most famous Russian military leaders who commanded troops during the full-scale invasion of Ukraine, in particular, he led the "Center" group of forces in the eastern direction. In 2022, he was awarded the title "Hero of Russia," but that same year, he came under harsh criticism after the occupiers retreated from Liman in the Donetsk region. Even officials publicly accused him of command mismanagement. Despite this, his career continued, and in 2023 he was appointed Chief of Staff of the Russian Ground Forces. In 2024, he commanded the Leningrad Military District and the Northern Group of Forces. In August 2025, Lapin was dismissed from these positions, and his successor was Colonel General Yevgeny Nikiforov. According to Russian media, it was after this that he retired from active service and became an advisor to Tatarstan head Rustam Minnikhanov. Deputy Head of the Presidential Office and Brigadier General Pavel Palisa suggested that after the State Duma elections scheduled for September 2026, Vladimir Putin could declare a general mobilization in Russia. Political strategist Taras Zagorodniy explained on Channel 24 that the Kremlin is unlikely to take any risks ahead of the aforementioned elections, as declaring a general mobilization could negatively impact the domestic situation.
