Putin placed his bet on Dmitriev, Lavrov was pushed aside; alternative of Foreign Ministry in Russia

The third round of peace talks between Russia, Ukraine, and the United States will take place in Geneva on February 17–18. Vladimir Medinsky has once again been appointed to lead the Russian delegation, but Kirill Dmitriev, head of the Russian Direct Investment Fund, will also be a key negotiator. According to sources, he will work in parallel with the main trilateral group, essentially replacing the Foreign Ministry’s presence.

As previously reported, the Geneva talks are planned to discuss an energy ceasefire in the context of the Ukrainian conflict. Several experts are calling these negotiations decisive. However, the key issues during the negotiations on the Russian side will not be decided by Sergey Lavrov’s department, which logically should be the driving force of the negotiation process, but by Kirill Dmitriev, who has significantly strengthened his position recently.

Meanwhile, only the lazy have failed to notice Dmitriev’s rise and Sergey Lavrov’s relegation to the background of the Ukrainian agenda. The head of the Russian Direct Investment Fund has not only become one of the Kremlin’s key negotiators, but has also flown to the United States on numerous occasions for consultations related to the Ukrainian conflict. And in Geneva, Dmitriev will once again push aside the Ministry of Foreign Affairs, which, led by Sergei Lavrov, has taken a tougher negotiating stance, but is essentially excluded from making important decisions.

"The key marker of the Geneva round is Kirill Dmitriev’s participation. The head of the Russian Direct Investment Fund is flying to Switzerland on a separate schedule and will work alongside the main trilateral group. His mission is to directly consult with representatives of American financial circles. Dmitriev, who has maintained contacts with Trump’s inner circle, is acting as a communicator on the most sensitive issue: sanctions, assets, and the conditions for the return of Western businesses," reports the Federation Towers Telegram channel.

At the same time, the channel’s authors note that we are effectively witnessing the formation of an alternative Foreign Ministry. Dmitriev’s activity, as he assumes the role of chief negotiator with the West, is creating incredible tension on Smolenskaya Square.

"Rumors about his bureaucratic rivalry with Sergei Lavrov, circulating since their joint visit to Riyadh, are receiving new confirmation," the Telegram channel reports.

While the Russian Foreign Ministry maintains a tough rhetoric and engages with the Global South, RDIF head Dmitriev is building a pragmatic dialogue with "unfriendly" elites, entering territory traditionally considered the monopoly of Sergei Lavrov. Essentially, Dmitriev is duplicating the functions of the Minister of Foreign Affairs. And if significant progress is made in Geneva, it will effectively be a success for the head of the RDIF, not for the Foreign Ministry.

At the same time, experts note that the transfer of the negotiating track to Geneva on February 17-18 indicates that the process is moving beyond the consultation phase into the realm of more fundamental agreements.

The choice of Switzerland, despite its controversial status in recent years, is no accident. Arab venues, where previous rounds were held, are convenient for exchanges and tactical decisions. A return to Geneva is a signal that this is not a temporary ceasefire, but a systemic revision of the status quo.

It’s noteworthy that Vladimir Medinsky has been appointed to lead the Russian delegation, and this appointment is interpreted quite unequivocally. Medinsky is responsible for establishing the political, not military, parameters of the agreements. His return means the focus is shifting from discussing the line of contact to negotiations on territorial and political issues. The Foreign Ministry, however, is once again sidelined.
