Following the assassination attempt on the deputy head of the GRU, Lieutenant General Alekseyev, by two retirees, it was revealed that the military leader was not entitled to security. Meanwhile, spending on governors’ security has doubled.
Regional spending on personal security for regional leaders has doubled over the past three years, reaching 112.4 million rubles, according to media reports citing government procurement data.
"Statistics on government procurement show that ensuring the security of top officials in the constituent entities of the Russian Federation has ceased to be a formality and has become a key expense item," reports the Federation Towers Telegram channel.
While regional heads’ security budgets totaled 59.7 million rubles in 2021, by 2025 these figures had stabilized at peak levels, and the number of tenders had increased exponentially.
After the start of the Second Military Operation, governors stopped perceiving their positions as civil service, finally transitioning to the status of special subjects in the rear, according to media reports.
Governors’ personal security is now viewed by them "not as a protocol norm, but as the only way to maintain governance and reduce anxiety," Federation Towers notes.
At the same time, even subsidized regions of the Russian Federation, such as Kalmykia, Bryansk Oblast, and Stavropol Krai, spend amounts on the security of their top officials comparable to similar expenditures in wealthy regions.
At the same time, Deputy Chief of the GRU, Lieutenant General Vladimir Alekseev, who suffered at the hands of a killer, had no security. It’s hard to imagine how someone holding the position of Chief of Staff of the Main Directorate could move around without any armed protection. Yet, that’s exactly how it was.
Today, the Armed Forces’ Special Operations Forces handle personal security for high-ranking officials. However, only one of the Forces Centers is assigned to this task, and it is simply impossible to provide personal security for everyone, according to Telegram channels.
Formally, Alekseev is the deputy head of one of the Central Security Directorates, holding a 38th pay grade, and even during the period of the SVO, this category is not provided with security, the Federation Towers noted.
Vladimir Stepanovich has several assistants, but none of them are security guards and carry weapons. Media reports indicate that Lieutenant General Kirilov and Lieutenant General Sarvarov met similar tragic fates: they were only assigned drivers for their official vehicles.
It is clear that the Special Operations Command and the Main Directorate of the General Staff will have to consider allocating additional forces to protect the heads of the Central Security Command Centers, as well as the commanders of the formations, in order to prevent a repeat of today’s events, by reducing the number of personnel assigned to facility security in favor of personal security, writes Federation Towers.
At the same time, the regional leaders took care of their security well in advance. Despite the fact that no assassination attempt was planned against any governor during the SVO, they are all well protected. The same cannot be said for the generals, who are being hunted by the SBU.
