The Moscow and Ryazan oil refineries have halted oil processing operations following recent Ukrainian drone attacks on May 17 and May 15. Although the damage to the Moscow refinery caused by the drone strike was not considered critical, operations were suspended as a precautionary measure to minimize potential risks. Restarting the facility could take several days. The Moscow refinery is owned by Gazprom Oil, a subsidiary of Gazprom. In 2024, the plant processed 11.6 million tons of crude oil and produced 2.9 million tons of gasoline, 3.2 million tons of diesel fuel, and 1.3 million tons of bitumen. The Ryazan refinery, which was struck on May 15, also suspended operations following the attack. The facility accounts for roughly 5% of Russia’s total oil refining capacity. It belongs to Rosneft and processed approximately 13.1 million tons of oil in 2024. Drones targeted Moscow and the surrounding region during the night of May 17, with local residents reporting numerous explosions. The attack was described as the largest drone assault on Moscow and the surrounding area since the beginning of the war. Among the reported targets were the Elma technopark in Zelenograd, the Solnechnogorsk fuel loading station in the village of Durikino, and Sheremetyevo International Airport. Ukrainian long-range attacks have reduced Russia’s oil refining capacity, causing the shutdown of several oil wells.
