Russia Introduces Prosecutorial Oversight of Mobilization and Military Registration

Russia is introducing additional prosecutorial oversight of conscription, mobilization, and military registration processes, which could make it significantly more difficult to evade interaction with military registration and enlistment offices.

This was highlighted in the Russian Verstka publication agency, which analyzed a new order from the General Prosecutor’s Office of the Russian Federation.

According to the document, prosecutors at various levels will be granted the authority to oversee the entire military registration cycle—from maintaining and storing personal registration cards of conscripts to verifying the legality of granting deferments or exemptions.

Inspections will cover not only military registration offices but also employers, as well as higher and secondary education institutions that maintain military records for their employees and students.

Separate oversight is provided for the granting of exemptions during wartime and mobilization, which may indicate the Russian authorities’ intention to more strictly control exceptions to mobilization procedures.

Alexei Tabalov, founder of the Russian project ‘Conscript School,’ told Verstka that prosecutors will begin to inspect organizations much more actively to ensure proper maintenance of military records.

According to him, such practices were virtually nonexistent in the past, but now oversight will become systematic.

In addition, according to Tabalov, the prosecutor’s office will also increase pressure on law enforcement agencies to track down citizens who evade conscription or mobilization.

The human rights activist believes that such changes significantly reduce the ability of those subject to military service to avoid the attention of military registration offices by changing their place of residence or falling out of the registration system’s sight.

Against the backdrop of the protracted war against Ukraine, the Russian authorities continue to strengthen mechanisms for mobilization administration and centralized control over human resources.

In recent years, Russia has already expanded its digital military registration tools, including electronic draft notices and restrictions on citizens who do not comply with the mobilization system’s requirements.

Additionally, Russia has recently begun rounding up Belarusians who have fled military conscription.
