-Russia launched another night of drone attacks on Ukraine, killing one person in Pavlohrad and damaging critical infrastructure in Odesa, where parts of the city were left without water and electricity. Emergency crews report multiple residential buildings were hit, but fires have been extinguished.
-EU ambassadors have approved a legal mechanism that could permanently lock more than €200 billion in Russian state assets, sharply reducing the ability of Hungary or other Moscow-friendly EU members to block the move.
-In Kyiv, President Zelenskyy says any territorial concessions under a potential U.S.-backed peace deal must be decided through a nationwide referendum. His comments follow the submission of Ukraine’s counterproposal to Washington.
