Russia is increasing pressure on its domestic business sector in an attempt to raise more money to sustain its war of invasion in Ukraine, according to Ukrainian intelligence. These steps are being framed as efforts to combat the shadow economy, but they also point to growing strain on the country’s finances as authorities look for new sources of revenue. Recently, President Vladimir Putin called on major business figures to make what he described as voluntary financial contributions to support the war. The idea was reportedly discussed in a closed meeting with oligarchs, where the Kremlin signaled its intention to continue the conflict, and several participants are said to have agreed. The Kremlin has increasingly signaled that major businesses are expected to share the burden of rising military costs, whether through investment in state-backed projects, compliance with shifting regulations, or financial contributions during periods of budget strain. While some oligarchs and large companies have complied with requests to contribute financially, others have been more reluctant, creating friction behind the scenes, or have shut down their business and even fled from the country. In addition, Ukraine’s Foreign Intelligence Service has revealed a series of tighter control mechanized designed by the Kremlin to boost state income. Among them are requirements for advance VAT payments, more rigorous checks on importers, licensing rules for the tobacco trade, and even criminal penalties tied to cryptocurrency mining. Officials are also paying closer attention to cash flow, undeclared employment, and the gold market. Russia’s Finance Ministry estimates these measures could bring in between $7.6 billion and $10 billion annually, although some analysts believe those projections are overly optimistic. At the same time, Russia’s corporate sector is under increasing pressure. Official data indicates that 27.1% of companies were operating at a loss in 2025, up from 25.5% the year before, while total losses rose by 7.5%. Intelligence sources say worsening business conditions have already weakened tax revenues, pushing the government to tighten oversight and enforcement. Businesses have responded in various ways, including raising prices, cutting jobs, and scaling back investment. Some firms are also shifting further into informal or unregulated activity to avoid heavier taxation and scrutiny. In the Russian Far East, as many as 36% of entrepreneurs are reportedly considering shutting down operations altogether due to mounting uncertainty. Banking data also points to a slowdown in cashless transactions after VAT was increased to 22%, with more businesses turning to cash payments instead. Ukrainian intelligence assesses that the broader objective behind these policies is to secure additional funding for the war effort, as rising military expenditures continue to strain the national budget. Analysts warn that intensifying pressure on businesses could ultimately weaken Russia’s tax base, as more economic activity moves out of official channels. Experts suggest that while these measures might deliver short-term financial gains, they risk deepening structural problems in the economy and undermining the country’s ability to sustain long-term war financing.
