For months, the question of using frozen Russian assets has deeply divided the European Union, with sharp disagreements over legality, risk and precedent.

Now, a new element has entered the picture: the launch of the International Claims Commission for Ukraine in The Hague.

While the fate of roughly €210 billion in frozen funds held in EU banks, remains contested, the commission aims to document damage, assign responsibility and lay the groundwork for compensation.
