Sweden has officially seized a cargo vessel linked to Russia’s “shadow fleet,” according to an announcement from the country’s prosecution authority on Wednesday. The ship, the 96-meter Caffa, was intercepted by Swedish authorities on March 6 while en route to St. Petersburg after armed police boarded the vessel. Caffa is suspected of transporting stolen wheat. The vessel is under Ukrainian sanctions and was reportedly sailing under a false Guinean flag, while most of its crew members are Russian nationals. During the operation, Swedish authorities detained one crew member on suspicion of breaching maritime and ship safety regulations, as well as allegedly using falsified documentation. In a statement released Wednesday, Sweden’s Prosecution Authority confirmed that the vessel had now been confiscated following a request for legal cooperation from a foreign government, though officials did not reveal which country submitted the request. Earlier in March, Sweden’s coast guard stated that the ship appeared on Ukraine’s sanctions list and was allegedly operating under a fake Guinean registration flag. According to Russia’s embassy in Stockholm, 10 out of the ship’s 11 crew members are Russian citizens.
Since the start of Russia’s full-scale invasion of Ukraine in 2022, Moscow has reportedly assembled a network of aging vessels with unclear ownership structures – often referred to as the “shadow fleet” – to bypass sanctions imposed by the European Union, the United States, and G7 countries.
