In 2025, Putin will not deliver his annual address to the so-called Federal Assembly. Kremlin Press Secretary Peskov announced this in a comment to Vedomosti . He said this was Putin’s personal decision. Formally, the Kremlin assures that "everything will happen on time." In reality, for the second time since the war, Russia has been left without a key policy address from the country’s leader.
Experts say the Russian government is at a loss. After four years of war, Putin has neither a plan nor words he can articulate publicly. Sanctions are stifling the Russian economy, military successes are modest, and he’s unable to force Ukraine’s capitulation.
According to Article 84 of the Russian Constitution, the president is obligated to annually address the Federal Assembly with a message on the main directions of domestic and foreign policy. However, in practice, this provision has long since become an empty declaration. Putin first failed to deliver such a message in 2017. In 2022, when Putin ordered the invasion of Ukraine, the message also failed to materialize. He attributed this to "the overly dynamic development of events" and the fact that it was "a bit difficult" for him to formulate plans.
For Putin, his State of the Union address has always been a carefully rehearsed performance, in which he only spoke about things he was confident in. If the performance is cancelled, that confidence is gone, analysts note. The economy is under sanctions, the war has dragged on, the promised "quick victories" are nonexistent, mobilization resources are dwindling, and foreign policy has been reduced to threats and ultimatums. Under these circumstances, any public message inevitably devolves into either a string of empty slogans or an admission of failure. Putin, it seems, is unprepared for either.
But publicist Vitaly Portnikov claims that Russian dictator is prepared to wage a hybrid war on Europe not in the distant future, but right now, according to Vitaly Portnikov.
