PORTLAND, Ore. (KOIN) – A second Multnomah County corrections deputy is facing felony charges this week — this time on allegations of sexual abuse and misconduct against at least two women in county custody, according to the sheriff’s office.
Edwin Diaz, 54, was arrested and booked into the Columbia County jail on Thursday on three counts of second-degree sexual abuse, three counts of first-degree sexual misconduct, two counts of second-degree sexual misconduct, and 17 counts of official misconduct.
The arrest follows an investigation sparked by an anonymous note given to a Multnomah County detective by someone in custody, officials said.
The Portland Police Bureau took over the investigation in October 2024. Meanwhile, MSCO placed Diaz on administrative leave.
“At that time, only one victim had been identified, and she could not be located for an interview. There was insufficient evidence to pursue charges,” officials said. “In March 2025, the woman returned to custody, and she was interviewed. The detective used jail video and witness interviews to corroborate her account.”
A second female victim was named after the Oregon Department of Corrections submitted another report of alleged abuse to the sheriff’s office.
According to investigators, the incidents took place over the span of several months in 2024.
Multnomah County Sheriff Nicole Morrisey O’Donnell said she was “deeply troubled by the allegations” against Edwin Diaz.
“Individuals in our custody are entrusted to our care, and it is our duty and responsibility to ensure that they are always treated with dignity and respect,” O’Donnell said. “Any abuse of power by those in positions of authority, such as the conduct Diaz is accused of, not only causes direct harm, but also undermines the integrity of our organization and is a violation of public trust. I commend the victims for their courage in coming forward. We are committed to full accountability and transparency, and I trust the criminal justice system to pursue these allegations with the seriousness it demands.”

Earlier this week, a former MCSO corrections deputy was also arrested on several charges, including supplying contraband and official misconduct.
Officials said Devona Susanne Preble, 43, allegedly brought drugs into jail while she was working as a corrections deputy and provided them to her partner, who was in custody at the jail.
