Attrition without victory: Russian troop losses hit record high since World War II

The total losses from Russia’s aggression against Ukraine over four years are approaching 2 million people. The New York Times reported this , citing data from the Washington-based Center for Strategic and International Studies.
Analysts estimate that nearly 1.2 million Russian troops have been killed, wounded, or missing. Ukrainian casualties are estimated at approximately 600,000. These figures demonstrate the enormous price Moscow is paying for its attempt to subjugate Ukraine. The figures demonstrate the extremely weak effectiveness of Russian actions: troop advances in some areas are measured in tens of meters per day, and since January 2024, Russia has captured only about 1.5% of Ukrainian territory, holding approximately one-fifth of the country. The scale of the Russian army’s irreparable losses is particularly emphasized. According to the center, the number of Russian service members killed since February 2022 has approached 325,000. In 2025 alone, Russia lost approximately 415,000 people killed and wounded – that’s about 35,000 people per month. " No major power since World War II has suffered losses and deaths on a scale close to these ," the study says. Despite such heavy losses, the Kremlin continues to recruit new members for its occupation army through mobilization, the recruitment of prisoners and debtors, and financial incentives. Analysts also note the participation of North Korean units in the aggression, which fought on the Russian side, primarily in the Kursk region, and suffered significant losses of their own. The high cost of the war is also reflected in the state of the Russian economy. One of the study’s authors, Seth Jones, noted that the military development model is under increasing pressure: industry is shrinking, growth has slowed to 0.6%, and competitive technology companies are absent. " Russia’s poor performance on the battlefield in Ukraine and declining economic productivity indicate that Russia is in serious decline as a major power. While Russia still possesses nuclear weapons and a large military, it is no longer a great power in most military, economic, scientific, and technological categories ," Jones stated.
Russian mortality rates on the front lines are rising to levels that cannot be sustained by the current method of voluntary recruitment, Ukrainian figures suggest. Russia has stepped up its search for new troops for the war against Ukraine, offering large cash bonuses, prison releases, and simplified citizenship programs for foreigners. Moscow is attempting to bolster its military after nearly four years of fighting while avoiding an unpopular nationwide mobilization, the Associated Press reports.
For Russians with average incomes, a contract means significant payments. For prisoners, it’s a chance to escape harsh prison conditions. For migrants, it’s a quick path to legalization in Russia. The only requirement is to sign the contract and go to war in Ukraine. Russian President Vladimir Putin stated last month that approximately 700,000 Russian troops are fighting in Ukraine. He has cited similar figures before, but they cannot be independently verified. Moscow barely discloses its losses officially. The UK Ministry of Defence estimates that as of last summer, over 1 million Russian troops may have been killed or wounded. Unlike Ukraine, where martial law and mobilization have been in effect since 2022, the Kremlin is avoiding a new mass conscription. Following a partial mobilization in the fall of 2022, when 300,000 men were called up and tens of thousands fled the country, the authorities have relied on so-called voluntary contract service. Russian authorities are offering high salaries, tax breaks, debt forgiveness, and regional bonuses that in some places reach tens of thousands of dollars. Recruitment of foreigners has become a separate issue. Russia has passed laws expediting citizenship for those joining the military.
