A sharp conflict has erupted within the Russian elite between two influential officials from Putin’s inner circle: First Deputy Chief of Staff Sergei Kiriyenko and Defense Minister Andrei Belousov. According to journalist Mikhail Zygar, the dispute arose over the formation of the ruling United Russia party lists ahead of the State Duma elections. The scandal erupted before the State Duma elections. Putin promised guaranteed parliamentary seats for 150 combat soldiers in the Russian Armed Forces during the war against Ukraine as a political reward for their participation in the war. However, the lists are compiled by Kiriyenko’s team. At a closed meeting, Belousov discovered that the candidates included not actual front-line soldiers, but officials who formally served far from the fighting. After this, the Minister of Defense demanded that a list of veterans be personally compiled. Kiriyenko opposed Belousov, fearing the emergence in parliament of influential military figures who could escape political control, such as Yevgeny Prigozhin, a former Kremlin ally who rebelled in 2023. According to sources, the Kremlin fears the strengthening of independent figures with military authority. Belousov’s political clout has grown significantly since the criminal cases against former Defense Minister Sergei Shoigu’s inner circle were opened. Within the elite, he is perceived as a figure associated with the "patriotic" wing of the government and supported by parts of the security forces and the Russian Orthodox Church. Experts note that the conflict reflects deeper tensions within the Russian system of power, where competition for influence is intensifying amid the war and preparations for parliamentary elections. İn this case according to published data, by 2026, the majority of Russia’s top leadership (the president, key ministers, heads of security agencies and parliamentary chambers) will have crossed the 70-year threshold. Among the oldest representatives of power: Chairperson of the Federation Council Valentina Matvienko 77 years old; Foreign Minister Sergei Lavrov 76 years old; — former Secretary of the Security Council Nikolai Patrushev 74 years old; — FSB Director Alexander Bortnikov 74 years old; – President Putin 73 years old. The 70+ age group also includes Rostec CEO Sergei Chemezov, Investigative Committee Chairman Alexander Bastrykin, and National Guard Chief Viktor Zolotov. Putin is currently just three years short of matching Stalin’s record of 29 consecutive years in power. Older leaders tend to rely on past experience, which can hinder their adaptation to rapidly changing technologies and global trends. The long tenure of the same people in positions limits the social mobility of young, ambitious managers. There is a growing bias toward maintaining the status quo rather than implementing necessary reforms. In recent years, Russia has adopted amendments allowing high-ranking officials to remain in service beyond 70 years by presidential decision, legally codifying the current personnel policy.
Experts note that a significant portion of Russia’s political leadership was formed during the Soviet system of governance and retains influence over decision-making. Many members of the elite began their careers within the Soviet Union or during the early post-Soviet period. Analysts point out that the age-based power structure influences political governance styles, including tighter control over the information space, increased regulation of the Internet, and a cautious attitude toward technological change.
