Ukraine has launched air strikes of missiles and drones, targeting energy production and heating infrastructure in Russia’s western Belgorod region in its sustained month-long campaign since early January. The strikes are in response to relentless Russian attacks on Ukraine’s civilian and energy infrastructure. However, unlike Russia, the Ukrainian army does not target homes and its attacks are smaller scale. The Ukrainian strikes, which have prompted local officials to urge large-scale evacuations, have combined domestically produced kamikaze drones with long-range artillery systems manufactured by NATO countries. Border region of Belgorod has been hit at least six times in coordinated attacks, with most of its key power and heating facilities struck more than once. Governor Vyacheslav Gladkov described the situation for the region’s roughly 1.4 million residents as “extremely difficult, critical, and prolonged,” and over the weekend called conditions “almost catastrophic.” On Monday, his office advised parents living in unheated homes to evacuate their children – and, if possible, entire families – from the city. Regional media reported that apartment buildings across the eastern, central, and western parts of Belgorod would be left without heating for at least a week. Energy officials said Tuesday that rolling blackouts imposed over the weekend, affecting nearly all households and businesses, would continue indefinitely. Around 80,000 city residents – about a quarter of Belgorod’s prewar population of 320,000 – were reportedly living in buildings without reliable heat or electricity. With temperatures forecast to remain well below freezing through most of February, authorities shut off heating to 455 apartment blocks, 25 kindergartens, 17 schools, nine polyclinics, and four universities.
In addition to those left without heat due to damage at the city’s main heating plant, another 100,000 residents lost access to running water because electricity shortages disabled water pumps. Officials said they were forced to drain central heating systems to prevent pipes and radiators from freezing.
A primary target of the Ukrainian strikes has been the Luch Thermal Power Plant, a 60-megawatt gas-turbine facility central to Belgorod’s power grid. The plant was struck at least twice in January and again on February 7–8, sustaining severe damage. Satellite images published shortly after the latest attacks showed both 30-megawatt turbines damaged by drone strikes that pierced the roof, with the turbine hall appearing heavily destroyed.
Earlier attacks on the plant had cut electricity to an estimated 500,000 residents, though most service was restored by late January. However, after renewed nightly strikes between February 2 and 7, Governor Gladkov acknowledged that repair efforts had “not given the desired results,” warning that the facility would require extensive repairs before full heating services could be restored.
The Belgorod Combined Heat and Power Plant has also been struck multiple times and sustained significant damage. This gas-powered facility generates 60 megawatts of electricity and supplies heat to roughly one-third of the city, mainly serving the northern and central districts of Belgorod.
