On June 4, the 28th meeting of the Ukraine Defense Contact Group in Ramstein format took place at NATO headquarters in Brussels. The agenda focused on coordinating military aid for Ukraine amid ongoing Russian aggression. Ukraine’s Defense Minister Rustem Umerov took part in person, while President Volodymyr Zelenskyy addressed participants via video link.

Zelenskyy emphasized Ukraine’s urgent need for enhanced air defense systems and proposed the possibility of producing such systems under license within Ukraine. He also noted that Ukraine’s defense industry is capable of manufacturing additional arms worth $18 billion and called on allies to invest in domestic military production. Strengthening Ukraine’s defense, he argued, will push Russia toward negotiations.

A major aid package was announced by the Netherlands, aimed at enhancing maritime security in the Black Sea and supporting freedom of navigation crucial to Ukraine’s seaborne exports. Dutch Defense Minister Ruben Brekelmans revealed the package is worth €400 million and includes over 100 vessels, patrol boats, transport crafts, and a specialized ship. It also contains more than 50 naval drones, weapons systems, sensors, spare parts, and funding for personnel training.

The United Kingdom announced a record aid package for drone supplies — £350 million. So, in 2025, Ukraine will receive 100,000 drones. Overall, in 2025, Britain will allocate £4.5 billion for military support to Ukraine — of which £247 million will be directed to training the Ukrainian army. Germany approved a new military aid package worth €5 billion. The Bundestag has already ratified this decision. Berlin will finance long-range weapons to be produced in Ukraine, as well as provide air defense systems, ammunition, and other weapons. Belgium announced a new long-term initiative — annual assistance to Ukraine amounting to €1 billion through 2029. The country will also provide a mine countermeasure vessel.

Norway is allocating $700 million for drones, supporting the Ukrainian defense industry. Another $50 million will go to the NSATU Trust Fund — NATO Security Assistance and Training for Ukraine.

Canada will provide $45 million for drones, electronic warfare systems, armored vehicles Coyote and Bison, and IT solutions. Sweden will allocate €440 million for international programs to procure artillery ammunition, drones, and other weapons for Ukraine.

Overall, in 2025, security assistance will surpass the levels of all previous years of the full-scale war.
