President of the Republic of Azerbaijan Ilham Aliyev attended the informal Summit of the Heads of State of the Organization of Turkic States or OTS in the city of Turkestan, Kazakhstan. President Ilham Aliyev spoke at the informal Summit of the Heads of State of the Organization of Turkic States.
Ilham Aliyev said: First of all, I would like to express my gratitude to the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, for the warm hospitality shown. I am very pleased to be in the city of Turkestan, which has an ancient and rich historical and cultural heritage. The first city to become a sister city after the liberation of the cultural capital of Azerbaijan, Shusha, from occupation was the city of Turkestan. Our ancient cities are brothers, just like our peoples.
To demonstrate the close ties between Kazakhstan and Azerbaijan, one can only point to the mutual visits at the level of presidents. This is my eighth visit to Kazakhstan in the last 5 years. President Tokayev has visited Azerbaijan six times. The Joint Declaration signed four years ago elevated our relations to the level of alliance.
It is gratifying that the initiative of the Informal Summit of the Heads of State of the Organization of Turkic States, held for the first time in Shusha in 2024, is now becoming a tradition.
Today, the international weight of the Organization of Turkic States is increasing, its role and position in global processes are strengthening. Azerbaijan, which assumed the chairmanship at the Gabala Summit in October last year, is working towards further deepening cooperation within the organization.
A high-level dialogue on urban planning of the Organization of Turkic States will be organized within the framework of the 13th Session of the UN World Urban Forum to be held in Baku in the coming days.
The Turkic World Week, dedicated to the 100th anniversary of the First Turkological Congress, which made a great contribution to the scientific and cultural unity of the Turkic peoples, will be held in Baku in June. I am sure that this event will become a significant event in the cultural life of our peoples.
Dear colleagues, The theme of the Summit reflects the challenges and priorities of our time. The world is entering a new stage of development thanks to the opportunities created by digital development and artificial intelligence. Turkish states must be at the forefront of this process.
Strengthening Azerbaijan’s digital sovereignty and accelerating the transition to an innovation-based economic model are among our main tasks. For this purpose, the Digital Development Council, the National Artificial Intelligence Center, and the Artificial Intelligence Academy have been established.
Last year, our country adopted an Artificial Intelligence Strategy. The main goals of the strategy include the development of the artificial intelligence industry, the training of qualified personnel, and the widespread application of artificial intelligence in public administration.
Fixed broadband internet coverage in our country has reached 100 percent. Work is ongoing to implement all government services through a single digital platform.
At the same time, measures are being taken to ensure the responsible use of artificial intelligence and prevent its use for illegal purposes.
Cooperation with Turkic countries in the field of digital development continues successfully. The "Digital Silk Road" project between Europe and Asia is being implemented. The Trans-Caspian Fiber-Optic Cable line between Azerbaijan and Kazakhstan, which is part of this project, is planned to be put into operation in the coming months.
Our cooperation with Turkic states in the field of transport is expanding. In the current global geopolitical situation, the importance of the Middle Corridor is increasing. The Zangezur corridor, which is being implemented, will become one of the main segments of the Middle Corridor.
Customs procedures are being simplified along the Middle Corridor. The "e-Permit" system developed within the framework of the Organization of Turkic States ensures the prompt issuance of electronic permits.
Dear friends, the Turkic world, which is our family, must become one of the influential geopolitical power centers of the 21st century. Azerbaijan will continue to spare no effort to strengthen the Organization of Turkic States.
