Residents of the occupied territories who receive both Ukrainian and Russian pensions or social benefits now risk losing their Russian passports. Dictator Vladimir Putin signed a corresponding decree on October 17. The head of the Center for the Study of Occupation, Petr Andryushchenko, drew attention to this. New amendments to Putin’s Decree No. 486 strengthen controls over the renunciation of foreign citizenship. This move is no accident. Following mass campaigns to issue Russian passports, the occupiers are moving on to a phase of stricter checks. For some of the population, especially pensioners who were simultaneously receiving Ukrainian and Russian benefits, this will inevitably lead to the loss of Russian citizenship. Andryushchenko emphasized that this is not just about the payments themselves, but about confirming Ukrainian resident status for receiving Ukrainian pensions and benefits. " Now, anyone who continues to use Ukrainian documents after the formal ‘refusal procedure’ is automatically subject to scrutiny ," he noted. As a result, citizens will be forced to either confirm their loyalty to the Russian authorities or be removed from the list of "new citizens." According to the expert, this is the next stage in the creation of a "clean population register" in the occupied territories, which the Kremlin will use for subsequent repopulation. Andryushchenko added that this is creating a new framework of demographic control, which the occupation authorities present as "restoring order," but in reality is a systematic cleansing of the territory before the next wave of colonization. In this situation, protests against Putin by pensioners in the occupied territory of Ukraine are considered inevitable.

This means that not only pensioners are at risk, but also the healthcare system, which is chronically short of funds for equipment, medications, and doctors.
To plug the hole, the Kremlin is discussing new measures: eliminating insurance premium benefits for small businesses and introducing an additional health insurance levy on unemployed Russians. Essentially, the authorities are shifting the financial burden of the crisis onto the citizens themselves—entrepreneurs and unemployed individuals whose incomes are already on the brink of extinction. Even on Russian social media, users are openly expressing alarm: "I think the Ministry of Finance has understated the figures. What will happen in 2026-27?"
