The Russian government will select a single transport security operator to protect critical transport infrastructure facilities, according to a draft law prepared by the Ministry of Transport. RBC has a copy of the document , and a source close to the Cabinet has confirmed its authenticity. The draft law was scheduled to be reviewed by the government’s legislative committee. A single operator will ensure transport security at "critically important" facilities, a list of which will be determined by the Ministry of Transport, according to the explanatory note to the document. Russian Railways declined to comment. The bill states that it was developed in accordance with the instruction of Deputy Prime Minister Vitaly Savelyev, responsible for the relevant issues, issued on May 5, 2025. This instruction was issued following a meeting of the interdepartmental working group on the organization and coordination of measures to protect the transport crossing across the Kerch Strait or the Crimean Bridge, the power grid bridge between Krasnodar Krai and Crimea, and the main gas pipeline between these regions. The document is scheduled to be submitted to the State Duma by September 2026, according to the text. The Ministry of Transport proposed creating a single operator to protect the Kerch Bridge back in March 2024. At the time, it was expected that the operator would be selected within six months. Several entities from various transport sectors are responsible for the bridge’s security: the Federal State Institution "Taman Federal Road Administration" for the road portion of the bridge and its approaches; the Federal State Unitary Enterprise "Crimean Railways" for the railway portion of the bridge and the railway approach in Crimea; and the North Caucasus Railway, a branch of Russian Railways for the railway approach to the Crimean Bridge from the Krasnodar Krai. Engineering and technical equipment for transport security and infrastructure are managed by the Federal State Unitary Enterprise "UVO of the Ministry of Transport of Russia," which is subordinate to the ministry. The bill does not specify whether the specified organizations will be part of a single operator or how their interaction will be structured. The issue of enhancing the structure’s security has been raised since October 2022, following a terrorist attack on the bridge, when a truck carrying explosives was driven onto it from the Krasnodar Krai. The explosion damaged structural elements of the bridge, killing four people. The draft law stipulates that Rostransnadzor will oversee the work of the single operator "through scheduled and unscheduled inspections" of compliance with legal requirements. The federal government will provide the financial and economic justification for the new structure. The single operator’s liability will be regulated by the Code of Administrative Offenses and Article 263 of the Criminal Code of the Russian Federation, "Violation of traffic safety rules and the operation of rail, air, sea, inland waterway transport, and the metro," according to the explanatory note to the bill. "The adoption of the draft federal law will facilitate the creation of legal conditions for centralized control and coordination in the area of transport security across a wide range of infrastructure facilities that are critical to defense capability, national security, economic sustainability, and public safety," the explanatory note states.
