The United States has issued a temporary license allowing limited sales of Russian petroleum products, easing sanctions only for oil that was loaded onto vessels before March 12 and permitting transactions until April 11. U.S. Treasury Secretary Scott Bessent described the decision as a short-term and narrowly tailored measure that would not significantly benefit the Russian government financially. However, the move has drawn criticism from European leaders, including German Chancellor Friedrich Merz, who argued that easing sanctions undermines pressure on Moscow while Russia continues its war against Ukraine. President Volodymyr Zelenskyy also warned that relaxing sanctions could provide Russia with around $10 billion that may be used to finance weapons and drone attacks against Ukraine and other regions. Meanwhile, Russia’s continued strikes across Ukraine have killed and injured civilians, and IAEA chief Rafael Grossi traveled to Moscow on Friday to discuss a ceasefire around Ukraine’s Zaporizhzhia Nuclear Power Plant to allow critical repairs.
