According to Western intelligence, recruiters and propagandists who previously worked for the Russian Wagner Group have become the main conduit for Kremlin-organized sabotage attacks in Europe, the Financial Times reports.
The publication shared that the combat group’s status has remained uncertain since June 2023. Then, an unsuccessful uprising against the Russian army’s high command led to harsh repression and the death of its founder, Yevgeny Prigozhin.
Western officials told the publication that recruiters from the private military company Wagner have received a new assignment. Previously, they were tasked with convincing young men from the Russian hinterland to fight against Ukraine. Now, they have been tasked with recruiting economically vulnerable Europeans to commit violence on NATO territory. The article states that the GRU and Russia’s domestic intelligence service (FSB) have become increasingly active in searching for "disposable" agents in Europe to sow chaos. It adds that over the past two years, the Kremlin has expanded its campaign of destabilization and sabotage across Europe.
The publication explains that Russia’s goal is to weaken Western states’ resolve to support Ukraine and spread social unrest.
However, as noted, due to a significant reduction in the number of secret agents in Europe following a series of diplomatic expulsions from EU capitals, Moscow’s intelligence leadership is increasingly turning to intermediaries to carry out their tasks.
High-ranking European intelligence officials told the publication that the GRU found the Wagner network to be a particularly effective, albeit crude, tool for achieving this goal.
According to the publication, the agents received assignments from Wagner PMC employees that ranged from setting fire to politicians’ cars and warehouses containing humanitarian aid for Ukraine to posing as Nazi propagandists.
It is explained that, as a rule, recruits do this for the money and are often marginalized individuals who have no purpose or direction in life.
"Wagner had a ready-made network of propagandists and recruiters who ‘speak their language,’" one European official noted.
He added that Russian intelligence agencies typically seek to establish at least two "intermediate" levels between themselves and the agents they want to recruit to carry out their tasks.
"They always strive for a certain degree of deniability… And Wagner and the individuals who were part of it… have had long-standing and close relationships, working for the GRU in this way," the official added.
The publication notes that the FSB typically turns to criminal networks and diasporas with which it has established ties in Russia’s near abroad, but they are less effective in mass recruitment.
Furthermore, Wagner and its supporters already had a significant online presence on Russian-focused social media, allowing them to relatively easily transition to more internationally oriented activities.
A second European official told the publication that the Telegram channels used by the group have proven surprisingly sophisticated and skillful in how they position themselves.
Prigozhin is reported to have been responsible for managing an internet research agency based in St. Petersburg. This is Russia’s most notorious "troll factory," which began spreading disinformation to Western audiences more than a decade ago.
For example, it was social media accounts operated by Wagner that were responsible for recruiting a group of British individuals in late 2023.
Previously the civic association BOEC claimed to have discovered a facility linked to the Wagner PMC near the village of Kladnitsa in the Pernitsa region of Bulgaria. The organization’s leader, Georgi Georgiev, said the group discovered a small building in the mountains above Kladnitsa. They believe it serves as a base for "terrorist activity." The facility was reportedly heavily guarded, with personnel escorted by dogs, and access strictly controlled. Those present wore clothing bearing Wagner symbols, and both the Russian flag and the PMC emblem were visible on the building.
