Russians living in border areas are becoming increasingly apathetic about the war, and they also acknowledge that Putin will not agree to end it anytime soon. The Russian opposition publication Insider reported this recently, publishing an article about how residents of the border regions of the Russian Federation are increasingly less likely to provide assistance to Putin’s army.
During a social survey of residents of Belgorod, Kursk and Bryansk regions, it became known that people do not believe that the war will end soon. Initially, these people helped the Russian army, but now they have neither the desire nor the motivation. Moreover, residents of Belgorod region said that they increasingly view Putin’s soldiers as a threat due to the high risk of Ukrainian drone strikes on Russian Armed Forces units located in border regions. The soldiers themselves have also repeatedly damaged civilian infrastructure and robbed the local population. A resident of Kursk region stated that people are tired of the war and just want to return home, and not collect funds for military needs. A resident of Bryansk region noted that Putin gives different interviews to the Western and Russian press, naming different goals of the Russian Federation in the war against Ukraine. Putin’s attempts to play both media spaces may be misleading Russian audiences. Russian state and independent polls conducted in early 2025 showed that a majority of Russians support the continuation of the war in Ukraine. This suggests that people in border areas, who are feeling the effects of the war the most, are less supportive of the military action than those living in regions far from the fighting.
Recall, residents in Russian regions along the Ukrainian border complain the area is increasingly uninhabitable due to the government’s actions amid Moscow’s attempt to establish a "buffer zone," according to a call intercepted by Ukraine’s military intelligence agency (HUR).
Russian President Vladimir Putin claimed on May 22 that he ordered the military to begin creating a "security buffer zone" along the border of Kursk, Bryansk, and Belgorod oblasts.
In the call, a resident of Russia’s Belgorod Oblast claims that authorities have cut off gas along the border. The speaker predicts mandatory evacuations will follow as living conditions worsen. "Well, in short, it’s clear that they’re going to kick everyone out of the border areas and create a gray zone," the unidentified individual says. "Gray zones" refer to areas along the border and front lines where there is contested or unclear control.
The resident speaking on the call anticipates that the area will become so heavily militarized it will be partitioned from the rest of the region.
"Let them make temporary settlements, zones, and that’s it. They’ll even fence it off with barbed wire," the resident says.
