The Perm oil refinery in Russia has fully suspended operations after Ukrainian drone attacks triggered fire and damaged equipment. Ukrainian drones struck Lukoil’s Permnefteorgsintez refinery – one of Russia’s largest oil-processing plants, located about 1,460 kilometers east of Moscow on May 7. Industry sources reported that three major primary crude oil processing units were urgently taken offline after the strike. In addition, part of the secondary processing facilities was also shut down. One of the units – CDU-4 – had already been out of operation since April 30 due to an earlier drone attack. According to sources, restoration work could take several weeks. Lukoil, which owns the refinery, did not respond to requests for comment. Perm region’s Governor Dmitry Makhonin confirmed that drones attacked industrial facilities in the region on Friday, but did not specify which enterprise had been hit. In 2024, the Permnefteorgsintez refinery processed about 12.6 million tons of oil. Its products included: 2 million tons of gasoline; 5.3 million tons of diesel fuel; 200,000 tons of fuel oil. The refinery supplied fuel both to the civilian sector and to military needs. The goal of such strikes is to reduce revenue flowing into the Russian state budget and weaken Moscow’s military potential. In addition, the Kremlin is being forced to spend billions on emergency repairs of strategic infrastructure deep inside the country. On the night of May 8, specialists from the Alpha Special Operations Center of the Security Service of Ukraine reportedly carried out a third strike on the same refinery and on the Perm oil pumping station – a key hub through which oil is distributed in four directions. On May 13, a fire also broke out at the Nurlino linear production dispatch station in neighboring Bashkortostan, one of the largest oil transportation hubs operated by Transneft. The cause of the fire has not yet been established.
