The administration of Syrian President Ahmed al-Shara’a plans to seize the Khmeimim airbase from Russia and convert it into a training facility for its troops, a Kommersant source in Damascus reported. According to the source, the possibility of "joint management" is being considered, with the facility "performing only non-military purposes."
The source noted that the Syrian army, largely made up of former rebels bombed by Russia during the rule of Bashar al-Assad, lacks combined arms training, and the Khmeimim base in the coastal province of Latakia is best suited for their training.
At the same time, Syria is hoping to attract Russian military instructors, sources in the Lebanese Defense Ministry told the Lebanese newspaper Al-Modon. They said this is necessary, as the army is armed primarily with Soviet and Russian-made equipment. They added that the assistance will likely be limited to training ground forces; pilot training is out of the question.
Earlier, Russian Foreign Minister Sergey Lavrov suggested that both Russian bases in Syria—Khmeimim and the naval logistics base in Tartus—could be repurposed as "humanitarian hubs" due to the decline in their military significance amid the change of power in the country.
After the fall of the Assad regime, Russia was forced to remove all weapons systems from Syrian bases, including the S-300 and S-400 air defense systems, as well as the Bastion missile systems. Therefore, it is now difficult to use these facilities even for short-term basing of strategic aviation, stated Anton Mardasov, an expert at the Russian International Affairs Council.
"The previous deterrent operations that the Department of Defense has been conducting in the Eastern Mediterranean for all these years, reducing the area of the US Navy’s 6th Fleet’s positional areas, have become impossible," he stated, noting that "both Russian military facilities are under fire control from commanding heights and are vulnerable to sabotage even with the use of firearms."
Mardasov added that while Syria currently allows Russian troops to use Khmeimim as an airfield for airlifting supplies to Africa, the situation could change. "The Syrians could then claim they have secured the Russians’ withdrawal from the coast and closed the chapter in history, in which the Russian Aerospace Forces bombed the opposition in Idlib from this airbase since 2015," a province considered a stronghold of Ahmed al-Shara’s supporters, the expert concluded.
In January, Damascus demanded that Russia withdraw its troops from the Qamishli air base in the capital of Syrian Kurdistan, which since 2019 has served as a key outpost for control of the northeast of the country and a logistical hub for the transfer of forces.
