Russian media watchdog Roskomnadzor said Wednesday it has started restricting access to the messaging app Telegram in the country, sparking a rare wave of public protest. According to Associated Press it said that the restrictions were linked to Telegram’s breaches of Russian law. A day after users started to report outages, a Moscow court brought two new fines against Telegram for refusing to delete information that it said was banned in Russia, but didn’t give further details. The decision has been met with rare public criticism not usually seen in Russia’s tightly controlled media, with even pro-Kremlin politicians arguing that the move could disrupt Russian military communications in Ukraine. Vyacheslav Gladkov, the governor of Russia’s Belgorod region on the border with Ukraine, said he was worried that slowing Telegram could impact his ability to update civilians and give them vital safety information, such as air raid alerts. Russian soldiers also expressed their discontent. "At the moment, it is the main way for the units of different military agencies and departments to interact," said one soldier in an anonymous video address. "Do not create problems for us!" he added.
So far, the government shows no signs of rolling back its decision.
Speaking with journalists, Kremlin spokesperson Dmitry Peskov said it was “hard to imagine” frontline troops using a messaging app to communicate, instead stressing that “the law must be followed.”
Russian officials followed a similar pattern when they began to throttle video hosting site YouTube in August 2024, said Artem Vasilev, CEO of VPN Liberty. He said that by slowing traffic, Roskomnadzor hoped to push users to use different platforms, namely the recently launched state-built messaging app Max.
