Ukraine has stepped up drone attacks on Russia’s energy infrastructure, doubling the number of oil refineries targeted since the beginning of the year, Reuters reports. "These strikes, which also hit oil pipelines and storage facilities, have led to a reduction in oil production in Russia, the world’s third-largest country after the United States and Saudi Arabia, increasing pressure on Moscow’s federal budget, where oil and gas taxes account for about a quarter of revenue," the article notes. Specifically, the International Energy Agency reported on Wednesday that Russia’s crude oil production in April fell by 460,000 barrels per day compared to last year, to about 8.8 million barrels per day. "This limits Moscow’s ability to take advantage of the surge in energy prices associated with the war in Iran and provides support to Ukraine, which is struggling with eroding US support for the war, which is now in its fifth year," the publication adds. According to Reuters calculations, Ukrainian drone attacks from January to May knocked out approximately 700,000 barrels per day of refining capacity at 16 refineries. Some of these were hit more than once, compared to eight refineries during the same period in 2025.
At the same time, in March, the capacity of primary oil refining units reached almost 1 million barrels per day and again exceeded this level in April. Since January, 35 primary distillation units with a combined capacity of more than 390,000 metric tons per day, or 2.85 million barrels per day, have been forced to shut down due to drone damage or related disruptions. For comparison, in January-May 2025, 12 installations with a capacity of over 187 thousand tons per day, or 1.37 million barrels per day, were decommissioned. "Among those affected are large plants in Kirishi in western Russia, Nizhny Novgorod on the Volga, Perm in the Urals, and Tuapse on the Black Sea. According to industry sources, including subsequent strikes, more than 40 incidents of major plant shutdowns due to external factors have been recorded this year," the report added. The International Energy Agency said Russia’s oil product exports fell by 340,000 barrels per day in April from March to 2.2 million bpd, the lowest level on record. As reported, drones attacked Ryazan on the night of May 15 , causing a fire at one of Russia’s largest oil refineries. Explosions began around 2:00 a.m., with local residents complaining of a "horde of drones," explosions, and bright flashes in the sky, followed by a massive fire. In addition, on May 15, residents of Yeysk in the Krasnodar Territory reported an attack and a fire. According to Russian media, the target of the attack was an airfield. The 859th Center for Combat Employment and Retraining of Naval Aviation Pilots of the Russian Navy is stationed there. It was also reported that Ukrainian drones "disabled" one of Russia’s largest oil refineries. This refers to the Perm Oil Refinery, which processed approximately 12.6 million tons, or 250,000 barrels of oil per day, in 2024. The refinery produced 2 million tons of gasoline, 5.3 million tons of diesel fuel, 700,000 tons of coke, and 200,000 tons of fuel oil.
