Ukraine and Moldova have dismantled a Russian-linked network that was allegedly preparing contract assassinations of journalists, intelligence officers, and other prominent figures in Ukraine, authorities from both countries revealed. Ten suspects have been detained over the case. According to a statement released on Friday by the Security Service of Ukraine, SBU, the agency together with the National Police of Ukraine and Moldovan law enforcement authorities, dismantled the group during a joint counterintelligence effort dubbed “Enigma 2.0.” The operation was conducted in cooperation with Moldova’s National Inspectorate of Investigations under the General Police Inspectorate. Investigators say the suspects were planning paid killings of Ukrainian journalists, public figures, a senior manager at a key state enterprise, and active-duty officers from the Main Directorate of Intelligence, known as HUR, including members of the Foreign Legion. According to the National Police, one of the intended victims was a well-known journalist who had been placed on Russia’s “extremist” list and declared wanted there. Authorities reported that the group collected intelligence on serving HUR officers, including personnel from the Foreign Legion and Special Operations Forces, as well as a pro-Ukrainian activist originally from Russia. Prosecutor General Ruslan Kravchenko said additional targets had been identified, among them HUR spokesperson Andrii Yusov, who is also deputy head of the Coordination Headquarters for the Treatment of Prisoners of War. Authorities identified the organizer as a 34-year-old Moldovan citizen who had previously served a prison term in Russia, where, investigators claim, he was recruited by Russian security services. After returning to Moldova, he reportedly assembled a structured agent-combat network operating under Russian supervision. Officials said more than 20 searches were carried out across several regions of Ukraine. Investigators reported uncovering communications with Russian handlers that they say demonstrate coordination with Russian security services. Communication was said to take place via encrypted platforms, with funds transferred through cryptocurrency wallets and foreign bank cards to evade detection. Authorities stated that Russian coordinators had promised payments of up to $100,000 per killing, depending on the prominence of the target. Kravchenko added that a similar sum had allegedly been offered for the assassination of a HUR officer. The coordinated operation took place simultaneously in both countries. On February 19, Moldovan investigators detained the alleged ringleader and two associates. In Ukraine, searches were conducted in Kyiv and Odesa, where law enforcement seized firearms, ammunition, grenades, communications equipment, and electronic devices. The National Police said 7 suspects were detained in Ukraine, while 3 individuals, including the alleged organizer, were arrested in Moldova. Ukrainian suspects face multiple charges, including preparation for premeditated murder for hire and illegal weapons possession. The SBU described the case as a demonstration of coordinated international efforts to counter what it characterized as hybrid threats linked to Russia’s ongoing aggression against Ukraine.
