The Ukrainian Defense Forces targeted four electrical substations in the temporarily occupied Luhansk region – in the Dovzhansk, Slovianoserbsk, and Perevalsk districts, as well as in the city of Alchevsk.

In local social media groups, residents of Alchevsk, Luhansk region, complained that they heard the sounds of drones and at least three explosions. After the blasts, power went out in several parts of the city. The city has been under occupation since 2014 and serves as an important logistics base for Russian forces.
According to video footage, drones struck an electrical substation that subsequently caught fire. Open-source investigators from the CyberBoroshno channel determined that the targeted site was likely the Alchevsk substation with a capacity of 220 kV.
Leonid Pasechnik, the self-proclaimed “head of the Luhansk People’s Republic,” confirmed a massive drone attack on the region’s energy infrastructure. According to him, drones struck substations in the Dovzhansk, Slovianoserbsk, and Perevalsk districts of the Luhansk region, as well as in the city of Alchevsk.
“Thanks to the prompt actions of power engineers, by morning, some consumers and socially important facilities had been reconnected through backup circuits. Power supply has not yet been fully restored, and water supply interruptions may occur at pumping stations. Emergency crews have begun repair and restoration work,” he claimed.

At the end of October, units of the Ukrainian Special Operations Forces destroyed a frontline fuel depot and an oil base belonging to the Russian invaders in the Luhansk region.
