Ukrainian President Volodymyr Zelenskyy plans to visit Azerbaijan. Ukrainian and the Azerbaijani media report this, citing sources. The exact date of the visit has not been disclosed. Earlier, in 2025, Ukrainian Ambassador to Azerbaijan Yuriy Gusev reported that work was underway to organize Zelenskyy’s visit to Baku to meet with Azerbaijani President Ilham Aliyev. However, at that time, the visit had not been officially announced.
In the past, the two leaders held friendly talks in other formats. For example, in 2025, Zelenskyy and Aliyev held a telephone conversation during which they discussed the prospects of bilateral relations and expressed mutual support for the territorial integrity and sovereignty of the two countries. In 2024, they spoke by phone, and Zelenskyy mentioned "promising projects" in energy, trade, and other areas. The leaders also met on the sidelines of international events, such as the World Economic Forum in Davos in 2025. Azerbaijan openly supported Ukraine for the first time amid the deterioration of relations with Russia, which began in December 2024. However, the republic had previously assisted Ukraine, for example, by sending tens of millions of dollars, establishing diplomatic contacts, and sending military, but supposedly non-lethal, supplies to the war zone.
Recently, a group of employees of the State Emergency Service of Ukraine visited the country’s embassy in Azerbaijan. Ukrainian Ambassador to Azerbaijan Yuriy Gusev wrote about this on his social media account. "Based on the Memorandum of Understanding signed last year in Tokyo during the UMAC or Ukraine Mine Action Conference-2025, cooperation with ANAMA or Azerbaijan Mine Action Agency continues," he noted. According to Gusev, concrete steps are being taken in the areas of training, exchange of experience, and mine clearance activities. "We are grateful to Azerbaijan for its solidarity and support," he added. Recall, Azerbaijan increases humanitarian aid to Ukraine. In late 2024, relations between Azerbaijan and Russia sharply deteriorated. This was triggered by the crash of an Azerbaijan Airlines or AZAL flight from Baku to Grozny. Later, in the summer of 2025, tensions escalated again when Russian security forces raided members of the Azerbaijani diaspora in Yekaterinburg and detained Russian media outlets in Baku. On April 15, 2026, it was announced that Russia and Azerbaijan had resolved the consequences of the Embraer 190 plane crash. This was announced by the foreign ministries of the two countries in a joint statement. The document notes that the crash occurred as a result of "the unintentional activation of an air defense system in the airspace of the Russian Federation." The parties agreed to "an appropriate settlement of the consequences, including the issue of compensation."
Preliminary agreements were reached between Presidents Vladimir Putin and Ilham Aliyev at a meeting in Dushanbe on October 9, 2025. At this meeting, Putin stated that the tragedy was related, in part, to the presence of a Ukrainian drone in the airspace. He explained that two missiles fired by the Russian air defense system did not directly hit the aircraft, but exploded a few meters away. Putin apologized for the disaster, expressed condolences to the families of the victims, and stated that the compensation issue would be resolved.
