Something has been happening within the Russian military command for the past two years. Since May 2024, a wave of criminal investigations, dismissals, compromising leaks to the press, and other shameful revelations has been mounting around the Russian Ministry of Defense. Investigators, primarily from the Federal Security Service (FSB), along with prosecutors and representatives of the Russian Ministry of Internal Affairs, are increasingly holding deputy defense ministers, senior officers, and high-ranking civilian officials accountable for corruption, fraud, embezzlement, and other offenses. On April 10, a Moscow military court sentenced Russian Deputy Defense Minister Pavel Popov to 19 years in prison on charges of embezzlement and bribery. He was stripped of his rank of general. Like Popov, many of those targeted are longtime associates of Sergei Shoigu , whom Russian President Vladimir Putin fired as defense minister in May 2024 as part of a broader government reshuffle. Shoigu, who has known Putin for decades, was transferred to the position of Secretary of the Russian Security Council. And Andrei Belousov , a technocrat and economist, replaced him as Defense Minister. Many of the deputy defense ministers who were investigated were dismissed shortly after Shoigu’s removal; several of them were linked to a major Defense Ministry contractor that oversaw the construction of a military theme park near Moscow called Patriot Park.
This company, Bamstroyput, was a major subcontractor to the Russian Ministry of Emergency Situations. Shoigu headed the ministry for 21 years before Putin transferred him to the Ministry of Defense in 2012. There is much speculation about who and what is behind these investigations and the massive purge. One explanation is the full-scale war waged against Ukraine, which experts say quickly exposed problems in the command structure and outdated doctrine in both Russia’s military and civilian structures, as well as widespread corruption on both a small and large scale. Much of the criticism of the Russian military’s failures in Ukraine has been directed at Shoigu, as well as at Russia’s top military commander, Chief of the General Staff, General Valery Gerasimov . "In my view, these purges arose from intra-elite and inter-agency rivalries," said John Hardy , deputy director of the Russia program at the Foundation for the Defense of Democracies, a Washington think tank. "Shoigu criticized the defense industry… for inadequately supplying the army. And although it bears a significant share of the responsibility for the failure of the initial phase of the invasion, the FSB appears to have been able to shift the blame to the Ministry of Defense," he said. Among Shoigu’s most vocal critics was Yevgeny Prigozhin , a restaurateur from St. Petersburg who founded the powerful private military company Wagner, which became one of the most effective Russian units fighting in Ukraine. Two months after Prigozhin staged a failed coup in June 2023, he died in a plane crash that many believe was a deliberate assassination. According to Gardi, Shoigu’s rivals or enemies may have decided to emphasize that corruption in the ministry under his leadership was beyond the pale. "These arguments may have resonated with the Kremlin, which appears sensitive to the fact that military spending is consuming so many resources," he said. "Hence the decision to stage a public spectacle of anti-corruption arrests and appoint Belousov, a technocrat with an economic mindset, with a mandate to ensure effective defense spending."
