Neighbors raise safety concerns as new Pearl District homeless shelter imminent

PORTLAND, Ore. (KOIN) — People gave passionate testimony during a meeting on a proposed new shelter in Portland’s Pearl District on Wednesday night.

After city leaders confirmed on Tuesday night that they will lease a building on Northwest Northrup Street, between 14th and 15th avenues, people voiced both their support and concern over the project in its current form.

More than 350 people joined the virtual meeting on this planned in-person shelter, which city officials said will start with 40 beds this summer and expand to 200 by the end of this summer.

One woman, named Laura, said she cleans up needles, feces and garbage every day.

“I’m cleaning tents. I’m moving junkies out of my alley. I am protecting the children in my building because there’s families that live in these tiny joints because it is affordable and now the city is pressing upon us to do even more,” she said.

Many neighbors raised concerns about rising crime and city spending, citing higher HOA dues for safety, worries about nearby daycares and cuts to other city services.

The City of Portland will pay about $18,000 per month to rent the shelter building, including beds and basement space.

“I think there is a huge crisis on the streets, and I want to be working constructively towards some kind of solution,” said Jordan Lewis, a neighbor.

The Salvation Army is in talks to run the shelter. In a statement, they told KOIN 6 News that providing care and pathways out of homelessness is central to their mission.

Portland Mayor Keith Wilson has also said part of his plan is to roll out 1,500 shelter beds city-wide by December.

While the city said it is working on a plan to address concerns, many neighbors said they want action now and to improve existing shelters.

Portland City Councilor Mitch Green attended the meeting after other city leaders were also extended an invitation.

The Northwest District Association is holding another meeting on Monday, in person.
