Prime Minister Mark Carney announced an additional $2 billion in military support to Ukraine and condemned Russia’s "barbarism" following its deadliest attack this year on Kyiv. Canada is also promising new sanctions targeting Russian individuals, energy revenues and the so-called shadow fleet of tankers it uses to evade price-cap sanctions. Ukraine will also get $2.3 billion in loans to rebuild its "infrastructure and public systems," Carney said.
