While US President Donald Trump delayed imposing new sanctions against Moscow, parts of the American military and intelligence community sought alternative ways to pressure the Russian economy. According to The New York Times , the CIA and the US military secretly helped Ukraine carry out drone strikes against Russian refineries and vessels of the so-called "shadow fleet," which Moscow uses to export its oil in defiance of sanctions.
According to the newspaper, the American leader has authorized his country’s military and intelligence agencies to continue providing the Ukrainian side with intelligence necessary for drone strikes. The targets were key elements of the Russian military-industrial complex, primarily oil refineries. Energy infrastructure is seen as a crucial source of funding for both the civilian sector and Russia’s military needs. The publication calls the initial strikes on the refinery "disorganized" and notes that they had no significant effect. The situation changed after a CIA expert identified a critical vulnerability at the refinery—the so-called coupling. Destroying this element, according to experts, could put the plant out of action for several weeks, which would dramatically increase the economic damage from the attacks. After this weakness in Russian refineries was identified, the drone strike campaign significantly intensified. According to one US intelligence estimate, strikes on energy infrastructure could be costing the Russian economy up to $75 million per day. These losses were seen in Washington as a way to weaken Russia’s ability to continue military action. Subsequently, American intelligence expanded its involvement and began assisting Ukraine in carrying out drone strikes against vessels of the Russian "shadow fleet." The attacks were carried out in the waters of the Black and Mediterranean Seas, which was intended to further complicate energy exports and reduce Russia’s income.
Media previously cited a report from The Atlantic, which stated that Trump had given Ukraine the green light to strike Russia’s "shadow fleet," and that in some cases, the American side was providing Kyiv with intelligence to assist in such operations.
