The standoff between Moscow and Baku is rapidly reaching a new level of scandal. Amid mutual detentions of citizens and threats from Russian propagandists, Azerbaijan has announced the beginning of the closure of all Russian-language schools – a step that the Kremlin perceives as a direct encroachment on the symbolic "space of the Russian world."
In response, Azerbaijan took a demonstrative step: the authorities began a gradual closure of Russian-language schools with a complete transition to teaching in the Azerbaijani language over three years. According to Oxu.az and RBC, parents have already begun to receive the first messages in school chats about the upcoming reform. Today, there are more than 300 schools in the country, where more than 150,000 children study programs in Russian. For Moscow, this decision has become a painful symbol: the reduction of the Russian-language space in the republic, which until recently maintained working relations with the Kremlin, is perceived as Baku’s final turn toward an independent policy.
In the last two days alone, new detentions of Azerbaijani citizens have taken place in Russia. In Yekaterinburg, the head of the local Azerbaijani diaspora, Shahin Shikhlinsky, was arrested, and in Voronezh, a major businessman and co-owner of the market, Yusif Khalilov. İn St. Petersburg, the general director of a construction company, a native of Azerbaijan, was detained and is suspected of embezzling 46 million rubles. At the same time, Russian propagandists are stepping up the rhetoric of pressure. In particular, TV presenter Vladimir Solovyov said on air that Russia could "raise an eyebrow" by recalling the 300 kilometers of common border and, in essence, threatening a military scenario.
Experts note that the crisis is gaining signs of a systemic nature. Azerbaijan is acting from a position of strength and is not demonstrating a willingness to retreat. Moscow, bogged down in a war against Ukraine, is trying to maintain the image of a "regional guarantor" in the public space, but in reality is increasingly losing influence. It is possible that in the coming months Russia will try to increase pressure on Baku through economic or information levers, but the situation has already acquired a dynamic in which Baku’s demonstrative steps will only multiply.
