Ukraine’s Donbas region is not Putin’s end game, said EU foreign policy chief Kaja Kallas ahead of a meeting of EU foreign ministers in Brussels on Monday. Kallas also stressed that Ukraine needs real troops, not promises, to halt the Russian advance.
