Ukraine has struck the Russian electronic intelligence unit Rubikon in the occupied areas of Donetsk and Zaporizhzhia oblasts. This is the most elite drone center, focused on eliminating Ukrainian operators and operating in hot spots along the front, according to the Ukrainian General Staff. In these circumstances, favorable conditions are created for Ukraine to launch a large-scale counteroffensive.
The drone war has become one of the defining features of the war, as Russia has invested substantial funds into organized, well-funded units that can rapidly expand and adapt on the battlefield. These efforts have made unmanned systems a key part of Moscow’s military strategy, giving it an advantage in scale and coordination that Ukraine often struggles to match. According to experts, Rubikon has roughly 5,000 fighters and significant financial resources. The unit has become a hub of innovation for the Russian army, developing new tactics and technologies. Earlier, LIGAnet reported that Russian military intelligence and the Russian Minister of Defense, Andrey Belousov, are behind the center, according to an officer of Ukrainian defense intelligence with the callsign “Azimut".
Russia’s Rubikon Center for Advanced Unmanned Technologies, established in August 2024, has emerged as a formidable adversary for Ukrainian frontline and rear units. The center, better known as Rubikon, operates independently of conventional army doctrine, allowing it to set its own missions, said Egor Firsov, an officer in the Kraken group.
"They’ve pulled it out from under ground forces doctrine. It’s become a separate force that defines its own tasks," he said.
Subordinate to Russia’s military intelligence GRU, the unit benefits from superior funding, cutting-edge technology, institutional expertise and higher training standards, a senior official from a leading Ukrainian special service told NV on condition of anonymity.
"It’s not an army unit — it’s part of Russia’s military intelligence. That gives them better funding, access to advanced tech, intelligence memory and a higher level of personnel training," he said.
Led by Col. Sergei Budnikov, the center comprises seven specialized detachments of 130-150 personnel each — totaling about 1,000 experts. Each detachment focuses on a niche: FPV drones, anti-drone air defense, deep reconnaissance or armored vehicle strikes.
Rubikon’s primary weapons are fiber-optic FPV drones like the VT-40 and KVN, fully immune to electronic warfare. Signals travel via thin optical cables that unspool in flight, with current ranges of 15-20 kilometers; versions exceeding 30 kilometers are in development.
"They emphasize hunting drone operators. That’s their priority," military expert Oleksandr Kovalenko told. "Most of their targets are locations where our operators are based."
Eliminating one experienced operator can cripple an entire drone reconnaissance or strike axis. The unit’s hallmark tactic is mass "swarm" attacks — launching 10-20 drones simultaneously at varying altitudes and frequencies to overload Ukrainian air defenses and electronic warfare systems. "Our task is to deprive Rubikon of professional pilots," Kovalenko stated. "Training a creative pilot is a complex process; it’s far more effective to neutralize them."
