Luhansk against Kremlin; uprising against Putin’s rule in occupied Ukrainian territories

Starting next year, the occupation authorities plan to oblige residents of the temporarily occupied territory of the Luhansk region to rebuild up to 85% of the housing destroyed by Russia’s war against Ukraine at their own expense. This was reported by the Center for National Resistance. "Starting in 2027, residents of apartment buildings in the temporarily occupied Luhansk region will be required to pay fees for capital repairs. The occupation administration is already preparing the corresponding ‘legislative framework,’ presenting this decision as standard Russian practice and a necessary step for ‘restoring the housing stock,’" the statement reads. In the current situation, the protests of the Luhansk population against the Russian authorities and their representatives here are becoming more intense. This even leads to an uprising. The Russians want to suppress the uprising attempts by force. However, this does not always give the desired result. The population is increasingly opposing the Kremlin. They want Ukrainian control in these places.

İn this case according to the Central Neighborhood Security Center, the so-called reconstruction of the region has effectively ceased. Instead, people are being prepared for new mandatory payments. Thus, the occupation administration is shifting the burden of rebuilding destroyed homes onto the residents themselves.

"Given low incomes, unemployment, and a lack of transparent oversight, new contributions risk becoming not a recovery mechanism, but yet another financial burden for residents of the VOT. This practice demonstrates the occupation authorities’ systematic approach to curtailing social obligations, while the consequences of war and management failures are transferred to the civilian population," the National Resistance Center concluded.

Soon after Russia launched its full-scale invasion in the spring of 2022, the Russian army also captured Novoaidar, as well as the cities of Lysychansk, Sievierodonetsk and Rubizhne, and took control of almost all of the eastern Ukrainian region of Luhansk. Since then, the population of Novoaidar has shrunk by a third. "Only older people have stayed. The young ones have fled to other parts of Ukraine, or abroad. The only place you see young people these days is in Luhansk," said Oksana from the settlement of Novoaidar, some 60 kilometers northwest of the regional capital, Luhansk, which has been occupied since 2014. Before the Russian invasion, Oksana, who cares for her elderly father, sold her own homegrown food. Now she no longer has livestock, and she’s not permitted to sell vegetables, either. To do this, she would have to register a company according to Russian law.

"We just grow vegetables for ourselves now, and barter with our neighbors," she said. Like many residents of the occupied territories, Oksana’s father still draws a Ukrainian pension. "In Luhansk, you can buy a dozen eggs for less than half the price," she said. That’s why she makes the trip there every two weeks to go shopping. She’s also been to Sievierodonetsk and Starobilsk. "But those cities are completely destroyed," she said. The Ukrainian regional administration for Luhansk, which was evacuated to territory controlled by Kyiv, relies mainly on social media for information about the problems faced by people in the occupied zones. When there’s no electricity, there’s no internet. And according to Oksana, the cellphone provider Lugacom, which covers the occupied region of Luhansk, offers very poor reception.
