Odesa continues to face daily emergency power outages and disruptions to water supply and heating a week after the last Russian drone attack against the city on December 31, as the cumulative damage from previous strikes on energy infrastructure is still being felt across the southern Ukrainian port city.

According to Associated Press during 2025, Russian forces destroyed 25 high-voltage substations belonging to the energy company DTEK Odesa Grids in the city of Odesa and the surrounding region.

According to Dmytro Hryhoriiev, CEO of DTEK Odesa Grids, the past month and a half of shelling has been the most difficult period for the region since the start of the Russia-Ukraine conflict.

The damage has disrupted critical services across the city.

Odesa’s electric public transport was not operating, power outage schedules were unstable or impossible to maintain, and repeated attacks have made it increasingly difficult for engineers to restore damaged substations, the authorities said.

Energy company DTEK said Russian forces struck two of its energy facilities on December 31, causing significant damage. The company said 10 substations in the Odesa region were damaged in December alone.

"Tens of thousands of Odesa residents were left without electricity. But the DTEK team works, we work on New Year’s Eve, we work to bring back the light to all the Odesa citizens. Not everything works out, but we will not give up," Dmytro Hryhoriiev, CEO of DTEK, said as he stood with the rest of his team in a video address to congratulate citizens of Odesa on New Year’s Eve.

The recent escalation followed the declaration of a state-level emergency in the Odesa region on December 17, after a series of massive Russian strikes on energy infrastructure caused widespread power outages and disrupted normal life for tens of thousands of residents.

The emergency declaration was made by the Regional Military Administration’s safety commission after attacks that left more than 50,000 people without electricity for several days.
