Over the past decade, more than 1,000 new cemeteries have appeared across Russia, alongside a rapid expansion of state crematories, The Moscow Times reported. It is indicated that the country grapples with its highest military casualty rates since World War II. According to data from the Unified Interdepartmental Statistical Information System or EMISS cited by Russian media, the total number of Russian cemeteries grew from 72,760 to 73,833.
By the end of 2025, the regions with the highest number of burial grounds were Bashkortostan 4,761, Tatarstan 3,194, and the Smolensk region 2,524. Concurrently, the number of cremation facilities is increasing. According to the Russian Ministry of Construction, 33 state crematories were registered in Russia in 2025, ten more than in 2015. Moscow currently operates three facilities, while regions like Chelyabinsk, Rostov, Sverdlovsk, and Novosibirsk each have two, according to The Moscow Times.
To handle the growing demand, authorities in St. Petersburg recently decided to expand the city’s crematorium into the largest in Europe, enabling it to process up to 240 cremations per day following modernization.
In the Crimea controlled by Russia, the problem of burial space is growing: some cemeteries are planned to be expanded or have already increased their area, sometimes by about 10%. Russian statistics claim a decline in mortality, while a joint investigation with OSINT colleagues and Crimea.Realities analyzes satellite images of 13 cemeteries and changes in the peninsula’s main cities since 2021.
The producer of investigative projects and OSINT at Radio Free Europe/Radio Liberty, Riin Alyas, studied nearly 400 satellite images over four years to track the expansion trend.
The dynamics over the last 7-8 years that I had to study indeed show a substantial increase, more than 10% in area. Cemeteries are actively expanding, mostly in large cities. If these are small settlements, the growth is noticeable as well, but it’s hard to say by how much, because small increases in satellite images can often be misidentified as something else. It could again be not a cemetery, but something built near it, and without on-site observations it’s hard to identify exactly that it is a cemetery. According to journalists, the peninsula lacks burial space, with acute need felt particularly in Sevastopol. The local Alpha cemetery plans to expand by six hectares, and the Mekenzie Hills by 33 hectares. In Simferopol, the Abdal cemetery is almost full; it is not planned to expand it, instead 47 hectares near the village of Perovo have been allocated for new burials.
The surge in burial and cremation infrastructure coincides with devastating losses in the war against Ukraine. According to Western intelligence and the Washington-based Center for Strategic and International Studies or CSIS, the Russian army’s losses are the highest the country has experienced since 1945. CSIS estimates that by the end of 2025, Russia had suffered up to 325,000 troops killed in action, with total casualties—including the wounded—reaching 1.196 million.
Meanwhile, Rosstat closed almost all demographic statistics in 2025 , including mortality data. According to the latest available data, Russia’s population was 146.1 million, having decreased by 61,100 between January and March 2025. Over the three months, 288,800 people were born, 471,800 died, and the natural population decline was 183,300, two-thirds of which was offset by net migration: 121,900.
