Six months after Hurricane Melissa ripped through the Caribbean, the islands brace for another hurricane season. According to Associated Press in Jamaica, Melissa killed 45 and destroyed several communities in the western part of the country and recovery efforts by the authorities have been criticized for moving at a snail’s pace. Loyce Pace, Regional Director for the Americas of the International Federation of Red Cross and Red Crescent, was part of a delegation that visited the affected areas in Jamaica this week. She said efforts now should be focussed on long-term goals, "Not just response or recovery, but truly building resilience."
"Really being concrete with regard to how to build homes and schools and other buildings, so that they could withstand another shock,” she said.
The government is establishing a National Reconstruction and Resilience Authority under special-purpose legislation through an act of parliament to lead the infrastructural reconstruction process. The bill is currently being debated in parliament. The World Bank estimated physical damage from Hurricane Melissa to western Jamaica at $8.8 billion. The Government of Jamaica has allocated JMD$10 billion to fund the Restoration of Owner or Occupant Family Shelters program. Affected residents’ houses can be repaired with grants ranging from a low of JMD$75,000 for minor damage, to a high of JMD$500,000 for severe damage. It has also provided rental assistance for others who are willing to relocate to other areas. But anxiety grows as the region prepares for another season, and Pace says that “there is still a lot of work to do,” highlighting the mental health of people who have gone through the trauma of a strong hurricane. “Some of that work is hard to see. Talk about the scars we don’t see, like psychological aid for example," said Pace. The category 5 Hurricane also caused 43 deaths in Haiti and the flooding of large parts of eastern Cuba, where recovery has slowed down due to the energy crisis brought by an oil embargo against the country.
