To strengthen his control over the vertical power structure, Kremlin leader Vladimir Putin began jailing people from the inner circle of high-ranking officials and oligarchs. This was reported by the influential resource "VChK-OGPU", which is associated with Russian intelligence services.
He claims that this practice was introduced by Putin himself. Essentially, the dictator takes people hostage to exert pressure on members of his regime. "For senior officials, someone from their inner circle must be in custody or under investigation. Meanwhile, the official themselves remain in office. Putin… is confident that this is how he gets the official to achieve the desired results and some ‘creativity,’ since the fate of someone close to them now depends on their success," the channel reported. According to him, this practice is used against close people, comrades, and even relatives. "Mishustin, Kiriyenko, Manturov. There’s not a single governor left who doesn’t have one of their deputies or businessmen friends in custody or under investigation… In reality, this is Putin’s strategy, and everything happens entirely at his behest. It works something like this: Putin is dissatisfied with an official’s actions, it turns out the announced successes are inflated, and one of his close associates inevitably ends up in custody. Then—then—they have to atone for their "guilt," prove their loyalty," reported the "VChK-OGPU." The regime’s representatives are in a state of constant fear. The story of former Defense Minister Sergei Shoigu, whom the Kremlin likely held responsible for the SVO failure, is considered revealing. Almost his entire inner circle ended up behind bars. "Imagine sitting next to someone at a parade, smiling, knowing that it was Putin who sent to pretrial detention absolutely everyone you’d not only worked with for many, many years, but also celebrated holidays with, shared family friendships with, and so on. But if you don’t smile, your oldest and most loyal friend Tsalikov will be moved to a cell, and Shoigu’s family is under attack. Putin hasn’t crossed this ‘red line’ yet. Everyone gets goosebumps from such a sight. No one wants to end up in Shoigu’s shoes," the Russian channel writes. He clarified that plantings are currently proceeding very densely because the head of the Kremlin is dissatisfied with how things are going.
It was also reported that there was a split in Putin’s inner circle : two large clans had started a "war" for power. A deep rift has emerged in Putin’s inner circle within the Kremlin , similar to the one that emerged before Boris Yeltsin’s reelection in 1996, according to The Washington Post , citing a well-informed source in the Russian government. The differences have intensified in the run-up to the State Duma elections scheduled for September.
First Deputy Chief of Staff of the Presidential Administration Sergei Kiriyenko and his team are trying to convince Putin that he can control the situation in the country through political maneuvering. Meanwhile, the country’s most influential Service for the Protection of the Constitutional System and the Fight against Terrorism of the FSB insists that the situation can only be stabilized through harsh measures and a "tightening of the screws." These are different approaches, different stakes, and different teams competing for Putin’s attention.
