As it turned out, Azerbaijani President Ilham Aliyev refused to hold a meeting with the personal envoy of the Russian President Alexander Kurenkov . Baku initially put forward one main condition: Russia must admit the fact of the destruction of the E190 aircraft on December 25, 2024, in the skies over Grozny, the VChK-OGPU public page reports .
When Kurenkov was still in Baku, the court rejected the request to change the preventive measure for the Russian journalists. They remained in custody, which means there can be no talk of any exchange with the Russian Federation. Kremlin media reported that the main purpose of Kurenkov’s visit to Baku was allegedly a meeting of emergency ministers in a narrow circle. At that time, Kurenkov tried to informally communicate with Aliyev, but the Azerbaijani presidential administration refused to receive the Russian minister. As early as July 6, sources reported that Moscow was actively preparing for the visit to informally resolve differences between the two countries. Putin was planning to convey a message regarding the exchange of detainees. The Kremlin sent Kurenkov to the meeting, who they say has good working relations with his colleagues in Azerbaijan. Relations between the countries deteriorated sharply on December 25, 2024, when Russian air defenses struck an Azerbaijan Airlines passenger plane. Thirty-eight people died. Russia has never dared to admit responsibility and officially state that it was they who shot down the plane. In June 2025, Russian special services carried out raids against people from Azerbaijan. During one of them, two brothers were killed in Yekaterinburg. After this, a special operation was carried out in Baku against employees of the Kremlin agency RT.

The introduction of trade restrictions is a traditional method in the arsenal of the Russian regime to influence countries with which the Kremlin has experienced a deterioration in relations. However, this time, Russia claims that the Azerbaijani side was the initiator of the severance of trade ties. On July 9, information appeared that Russia is restricting the import of dairy products from two Azerbaijani manufacturers. We are talking about the products of the enterprises OOO "ALLBUY" and OOO "MILK PRODUCTS".
