The South Caucasus has entered a more stable and peace-oriented phase, said Hikmat Hajiyev, Assistant to the President of Azerbaijan and Head of the Foreign Policy Affairs Department of the Presidential Administration, during a panel session titled "South Caucasus: On the Path to Becoming a Strategic Center" held within the framework of the Antalya Diplomacy Forum. He said Azerbaijan had resolved its conflict with Armenia. Hajiyev said Azerbaijan preserved its independence, restored peace and ensured its territorial integrity. He added that important steps have been taken toward establishing peace and that the South Caucasus is now entering a more stable phase closer to peace. Ha said that President Ilham Aliyev’s energy policy, along with the export of Azerbaijani resources to the global market, has created a new format for cooperation and a new platform in the South Caucasus. According to him, the ties Azerbaijan is currently establishing and developing in the region, and in particular the development of the Zangazur Corridor concept, promise new opportunities in the region.
"The cooperation model that has emerged in the region based on Azerbaijan’s experience, as well as Azerbaijan’s admission as a full member to the Central Asian Consultative Council based on the principle of close cooperation and brotherhood established with the countries of Central Asia, is a clear indicator of Azerbaijan’s commitment to the principle of regional belonging, regional leadership, and regional identity," Hajiyev said.
Speaking about the processes following the initialed peace agreement between Armenia and Azerbaijan, Hajiyev stated that Azerbaijan has presented an example for the entire world, as well as the region, with its peace agenda: "Although the OSCE Minsk Group was engaged in the resolution of the Armenia-Azerbaijan conflict, it has failed to put forward a model for resolving the conflict for over 30 years. Today, we can say with confidence and joy that the conflict in the region is already over." He stated that Armenia and Azerbaijan have embarked on the normalization process.
"Following the Washington summit, remaining faithful to its spirit, Azerbaijan is taking steps towards the transformation of the entire region. In this regard, bilateral trade relations between Armenia and Azerbaijan have begun. There are still issues that need to be resolved. First and foremost, there are matters related to Armenia’s Constitution, and after territorial claims against Azerbaijan are fully ended, we will be ready to sign the peace agreement." He also touched upon the importance of the Zangazur corridor once again, stating that although having a railway from Istanbul to Shanghai once sounded like a utopian idea, with the establishment of the Zangazur corridor, this will become a reality: "This will also create a route through Azerbaijan and Türkiye that will connect us with our brothers in Central Asia, in line with the Middle Corridor concept in our region. In this regard, Azerbaijan and Türkiye are doing serious work towards living in peace with Armenia and ensuring lasting peace and cooperation in our region." Hikmat Hajiyev said that currently, the implementation of large-scale energy and transport projects encompassing four seas is being planned and Armenia’s involvement in the process as a transit country is also possible. He noted that significant steps are being taken toward transporting energy resources from Azerbaijan to Europe, and at the same time, negotiations on energy cooperation with Central Asian countries are continuing: "In the context of energy corridors and pipelines, the region plays the role of a transit center. In this area, Azerbaijan plays a significant role." Hajiyev emphasized that Azerbaijan intends to see what peace means not only theoretically but also practically. "In the Caucasus, we have not fully experienced what peace is for many years. That is precisely why we want to build peace, feel it, and make it sustainable," he said. Hajiyev declared that it is important to leave the past behind and look to the future: "Azerbaijan intends to further strengthen its geopolitical role in the Caucasus. Today, real steps toward peace are being taken in the Caucasus. We hope that this process is moving in the right direction and will be long-lasting."
